This regulation sets additional requirements for Advanced Qualification Programs (AQPs) beyond the basic curriculum standards.

Every AQP must include Crew Resource Management (CRM) or Dispatcher Resource Management (DRM) training integrated into both ground and flight training for each position. The program must also train and evaluate how well people combine their resource management skills with their technical flying or operational skills during realistic or simulated scenarios. For pilots, this combined training and evaluation must occur in an approved training device, simulator, or aircraft.

Additionally, the certificate holder must establish data collection and analysis processes that the FAA finds acceptable. These processes track performance of all personnel in the AQP—crewmembers, dispatchers, instructors, evaluators, and other operations staff. This data helps both the airline and FAA verify that the training and evaluation methods are actually achieving the program's objectives.
