US-FAA14 CFR 141.25

Business office and operations base

Read the official rule

This regulation sets requirements for where a pilot school conducts its administrative and training operations.

Every certificated pilot school must maintain a principal business office with adequate space and equipment to keep required files and records. The office must be listed under the school's certificated name and cannot be shared with another pilot school.

If a school wants to relocate its principal business office or operations base, it must notify the responsible Flight Standards office in writing at least 30 days before the move, including any necessary amendments to its training course outline.

Schools can conduct training at additional operations bases beyond what's listed on their certificate, but only after the FAA has inspected and approved each location and approved the training courses for use there. This ensures the FAA knows where training is occurring and can verify that facilities meet standards before students arrive.
