Program operating manual contents
Read the official ruleThis regulation specifies what must be included in the operating manual for fractional ownership programs and certain on-demand operations under Part 91 subpart K. The manual must show its last revision date on every page (paper) or in an easily visible location (electronic).
The required content covers essential operational procedures: weight and balance compliance, management specifications, accident reporting, airworthiness verification, mechanical irregularity reporting and tracking, maintenance coordination, inoperative equipment procedures (MEL), refueling safety, crew briefings, emergency procedures, inspection programs, passenger evacuation assistance, performance planning, destination airport analysis (when required), and maintenance recordkeeping systems.
The manual must also include flight locating procedures and any other operational policies issued by the program manager or required by the FAA. This comprehensive manual serves as the operational rulebook, ensuring standardized procedures across all flights and crew members in the program.
